Recently, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, and the Ministry of Housing and Urban-Rural Development issued the Implementation Plan for Carbon Peak in the Building Materials Industry. It is clear that during the "14th Five-Year Plan" period, the structural adjustment of the building materials industry has made obvious progress, and the industry's energy-saving and low-carbon technology has been continuously promoted. The unit energy consumption and carbon emission intensity of key products such as cement, glass and ceramics have been continuously reduced, and the comprehensive energy consumption of cement clinker per unit product has been reduced by more than 3%.


During the 15th Five-Year Plan period, major breakthroughs were made in the industrialization of key green and low-carbon technologies in the building materials industry, the level of raw fuel substitution was greatly improved, and an industrial system of green and low-carbon circular development was basically established. To ensure that the building materials sector achieves carbon peak by 2030.

Beijing and 24 other cities have been selected as pilot cities for smart construction

In order to implement the decisions and arrangements of the CPC Central Committee and The State Council, vigorously develop smart construction, and promote the transformation and development of the construction industry with scientific and technological innovation, the Ministry of Housing and Urban-Rural Development has listed Beijing and other 24 cities as smart construction pilot cities after the voluntary application of cities, the review and recommendation of provincial housing and urban-rural construction authorities and the expert review. The pilot cities will last for 3 years starting from the date of announcement.

The Ministry of Finance has announced ahead of schedule the 2023 budget for subsidies for non-renewable energy such as photovoltaic

On November 14, the Ministry of Finance issued the Notice on Advancing the local Budget of 2023 Renewable Energy Electricity Price Additional Subsidy (hereinafter referred to as the Notice).


According to the Notice, in 2023, the local budget of additional subsidies for electricity price of renewable energy is 2.046 billion yuan for wind power, 2.58 billion yuan for photovoltaic (including photovoltaic poverty alleviation, public renewable energy independent systems and other photovoltaic projects), and 84.25 million yuan for biomass, a total of 4.71 billion yuan.

On November 16, the National Development and Reform Commission, the National Bureau of Statistics and the National Energy Administration issued the "Notice on Further Improving the Work of Excluding New Renewable Energy Consumption from Total Energy Consumption Control" (hereinafter referred to as the "Notice").


According to the Notice, the green certificates shall cover all renewable energy power generation projects, and a unified national green certificate system shall be established. The National Renewable Energy Information Management Center shall issue corresponding green certificates to renewable energy power generation enterprises according to the power output of the projects according to the relevant national regulations and the basic data provided by the power grid. The green certificate can be transferred in principle, and the transfer of the green certificate shall be carried out in accordance with relevant regulations. Actively promote the construction of green certificate trading market, and promote the participation of renewable energy in green certificate trading.
